Revise laws related to the use of certain chemical de-icers on Montana roads

    Senator Wolken,
    Missoula County opposes SB 106 - Requiring reductions in the use of certain chemical de-icers on Montana roads, being heard in Senate Finance and Claims this afternoon. The use of deicers is necessary for us to meet the PM-10 standard for particulate in urban Missoula. Our federally required air quality SIP (State Implementation Plan) requires the use of deicer in the flat parts of the City. Failure to follow the SIP could result in federal financial sanctions which would include Federal money from coming to the urban planning area. In addition, chloride based deicing agents are the only cost effective alternative to sand. We are required to use it in the urban area which is a non-attainment zone. Please oppose SB 369.
