Generally revise public safety communication laws

    Representatives Hertz, McConnell, Morigeau, and Olsen,
    Missoula County opposes HB 604 – Generally revise public safety communications laws, being heard in House Energy, Technology, and Federal Relations, this afternoon. HB 604 attempts to address the long-standing issue of public safety radio communications in the State of Montana. The statewide Interoperability Governing Board has struggled to find consensus in these areas and Missoula County has long argued that these challenges arise from the board's limited composition. HB 604 proposes a smaller advisory council and misses several of the key stakeholders that are necessary for any statewide project involving local government assets to be successful. Missoula County believes HB 604 should be amended to include seats for the Montana Association of Counties, the League of Cities and Towns, and the Association of Public Safety Communications Officials (APCO) which is charged by the federal government to coordinate radio frequency spectrum in all 50 states. Please oppose HB 604.

    Missoula County supports HB 604- Generally revise public safety communications laws, being heard on the House floor today. HB 604 establishes a governing committee to help address the critical needs of public safety communications systems in the State of Montana. This committee now represents not only all the stakeholders of public safety communications equipment, but also the owners, both public and private, of that equipment across Montana. HB 604 places the committee within the Department of Justice, which is appropriate as the largest user of these systems are law enforcement agencies across the state.
