Per Bryce Chrtisiaens: HB 410 is a proposed bill that will increase vehicle registration fees to increase funds going to counties and reservations for noxious weed control efforts. It also redefines “Weed management” within the county weed control act from a focus on just containment, suppression and eradication, to include a more integrated approach that also focuses on education, prevention and revegetation. The proposed increase amends the percentage of motor vehicle revenue transferred to the noxious weed state special revenue account from the state general fund from 1.5% to 2.42%; which directly correlates to increases in the annual registration fees for light vehicles, trucks, and buses under 1 ton, and the one-time registration fees for off-highway vehicles other than a quadricycle or motorcycle.

HB 410 will increase vehicle registration fees to increase funds going to counties and reservations for noxious weed control efforts. It also redefines “weed management” within the county weed control act to include a more integrated approach that focuses on education, prevention and revegetation. The proposed increase amends the percentage of motor vehicle revenue transferred to the noxious weed state special revenue account from the state general fund from 1.5 percent 2.42 percent.
Representatives, Missoula County supports HB 410 – Increase funding for noxious weed trust, being heard on the House floor this afternoon. The fee increase of $2 for newer vehicles and $1 for older vehicles and off-road vehicles being requested is a modest inflationary increase. The Noxious Weed funding on vehicle registration fees has not been increased in 28 years. Noxious weed control is much like firefighting. Small fires are relatively inexpensive and easy to control. Big fires are not. The longer we wait, the larger the firestorm of noxious weeds will become.
The funding that would be made available through HB 410 would help build the county’s capacity to manage noxious weeds classified as new invaders before they become more widespread; improve our ability to help our cooperative land owner groups and watershed groups finance weed control projects; and collaborate with the research community in developing new knowledge on controlling noxious weeds and work with our landowners in applying that knowledge. Please support HB 410.
