Revise and update 9-1-1 laws

  1. Missoula County strongly supports HB61 – Revise and update 9-1 1laws. 9-1-1 is the first line of help for citizens of the state. Current statutes only address landline and cellular telephones. HB61 modernizes the existing statute to cover Next Generation 9-1-1 services such as text messaging (available today) and advanced technology such as video messaging, voice over ip and other services. It also provides critical funding for technology in 9-11 centers across the state of Montana as well as updates to aging infrastructure that carries these critical calls to 9-1-1 centers.

    Representatives,
    Missoula County supports HB 61 – Revise and update 9-1-1 laws, on the House floor this afternoon. Existing 9-1-1 statutes are out of date and do not address the needs of 9-1-1 centers and residents. Current statute collects $1 from each telephone line to provide funding for 9-1-1 center technology and wireless carrier services that provide the location of wireless 9-1-1 callers. HB 61 updates these statutes to allow the $1 collected to be used for its intended 9-1-1 purpose by providing rule making authority to address current and future needs of 9-1-1 centers in Montana. The proposed amendment to allow for liability protection to phone providers causes concern. This legislation’s original intent to provide new tools to 9-1-1 centers remains vitally important.

    Missoula County supports HB 61 - Revise and update 9-1-1 laws, before House Appropriations this afternoon. HB 61 assures that funding collected from phone lines for a 9-1-1 purpose is used for a 9-1-1 purpose. HB 61 sets aside $5 million for needed infrastructure upgrades to ensure that 9-1-1 calls reach 9-1-1 centers. HB 61 also creates a grant fund available to local governments to upgrade equipment in their 9-1-1 centers to ensure that those calls are answered. HB 61 updates state 9-1-1 laws to meet the current and future technology while keeping Montana and local governments available for the next round of federal 9-1-1 funding, slated to be released in October 2017. HB 61 maintains that 9-1-1 funds stay in their intended state special revenue account for 9-1-1 purposes..
